Region 39 Regional Commissioner Election

The three year term of our current Regional Commissioner, Megan Ruffinelli, will come to and end on April 30, 2025. In compliance with AYSO National Rules and Regulations, the Regional Board of Directors of AYSO Region 39 announces the opening of the application period for the position of Regional Commissioner. 

The volunteer position of Regional Commissioner (RC) is tasked with the responsibility and authority to manage the daily business and operation of the local AYSO Region, within the framework of the AYSO operating regulations.  The Regional Commissioner position is a year round, three year, commitment. The weekly volunteer time commitment ranges from approximately 15 hours per week to 30+ hours per week.  During the months of the primary and secondary program hours can increase depending on program requirements, meetings and special events.

Beginning November 1 2024 through February 9, 2025  AYSO Region 39 will accept applications for the role of Regional Commissioner. REGIONAL COMMISSIONER JOB DESCRIPTION

Qualifications to be eligible to nominate yourself or be nominated for the position of Regional Commissioner are:
     * You are preferably a current or past Regional Board member or a registered volunteer in good standing with Region 39.
     * Must have a cleared AYSO background check through Sterling Volunteers (Status: Green)
     * Must have a cleared LiveScan with AYSO
     

Once all applications have been received they will be reviewed by the current Region 3 Executive Board. The Area Director will then conduct an election to vote on who will be the Regional Commissioner. Once that process is complete, the Area Director will forward this update to the Section Director and then to the AYSO National Board of Directors for approval. 

It is anticipated that the vote will occur by March 22, 2025 and the Executive Board Members in place at the time of the open nominations will be eligible to vote.

Role of the Nominating Committee 
The nominating committee shall submit its list of one or more names of individuals who they have determined to be qualified as candidates for the position of RC to the Regional Board. The voting members of the Regional Board shall, by a majority vote, nominate an RC and forward such nomination to the Area 10W and Section 10 Director. If both the Area Director and Section Director approve of the nomination of the person as Regional Commissioner, then the nomination will be forwarded to the National Board of Directors for election. The Regional Commissioner (R.C.)

The Regional Commissioner (RC) – is one of the 7 required Regional Board positions as specified in the National Bylaws and Standard Regional Policies and Protocols. The Regional Commissioner (RC) is the head of the AYSO Region; having the responsibility and authority to direct the day-to-day business of the Region as described in Article III of the Standard Regional Guidelines.

The primary responsibilities of the Regional Commissioner (RC) include:

  • Supporting the AYSO Vision, Mission and National Programs
  • Collecting and disburse fees in a fiscally responsible manner, maintain records and submit
    reports as required by the National Office;
  • Appointing, at a minimum, a CVPA, a Treasurer, a Registrar, a Safety Director, a Regional
    Coach Administrator, and a Regional Referee Administrator;
  • Publishing Regional guidelines for the operation of AYSO within the Region which
    conforms to all provisions of the Standard Regional Guidelines;
  • Complying with the Soccer Accident Insurance plan and submit insurance claims
    according to current procedures;
  • Budgeting for and participating at AYSO’s annual business meeting, the National Annual
    General Meeting (NAGM);
  • Overseeing dispute resolution within the Region pursuant to Article Nine of the guidelines
    and AYSO operating regulations;
  • Maintaining oversight of the Regional Treasury by reviewing Region cancelled checks,
    bank statements, the National Accounting Program (NAP) reports, and periodically,
    internal financial control procedures in order to ensure fiscal responsibility.
  • Presiding at all Regional Board Meetings;
  • Regional Commissioner or delegate attendeding at least one Area meeting or Area
    conference call that was offered during the past year; and
  • Maintaining close liaison with the Area Director and the Section Director, and coordinate
    all extra-Regional activities through the Area Director.
